Is there a way to allow contribution access (adding/editing files) to a folder while restricting users from sharing files/folders? Thanks!

Try going into the O365 admin portal, go down to the Admin center for SharePoint, under Policies there are Sharing and Access control blades. You may want to also enable conditional access and AIP categorization to fine tune handling DLP for SharePoint/OneDrive.

Thanks Isaac, that pointed me in the right direction. The best I could do is restrict users from sharing outside the organization.

And I setup alerts for permission changes.
