Outlook not showing option to check "My outgoing (SMTP) server requires authentication"

I have an old POP account that I want to set up on my office PC. It works fine on my other PC. I am using Office 365. Here is a screen capture of the computer that work (left) and the one that is missing the authentication tab (right). Outlook automatic settings does not work. How do I get Outlook to show the check mark I need?
