I’ve looked at a bunch of these over the years. There are some nice ones out there, but cost becomes a real factor in many of the best. One I’ve found that seems to work pretty well and is relatively inexpensive is Photo Supreme: https://www.idimager.com/
There is a free 30 day trial and it can use PostgreSQL or MSSQL as a database backend.
